Seagal stars as mob kingpin Mr. Alexander, an old-school boss who rules his criminal empire with both nobility and brutality. For a simple prison hit, he sends his best enforcer and protégé Roman Hurst (Foster). When the hit goes wrong, Hurst is forced to pay the price of his failure: banishment in the city that he almost once ruled. But a war is brewing for the soul of the city between Alexander, a cold-blooded gangster known as 'The Iceman" (Rhames) and a merciless Mexican cartel. Hurst, with the help of an ex-con restaurant owner (Trejo) who has a few hidden moves of his own, will rediscover his own will to survive the coming conflict and to wreak vengeance on those who have wronged him.

This one feels particularly paint-by-numbers -- start with middle-class angst, add some religious hypocrisy and racial tension, sprinkle in a bit of dirty, dirty sex, guns, and illicit drugs, and top it off with teenage kids coming of age in a haze of irony and snark. And for what?! Even despite the high production value and relatively good acting, there is absolutely no point to this film whatsoever.

The show was mainly about cops pushing their power to breaking point to get the job done and reaping the consequence afterwards, even if they were indeed successful. While here it's about the more clear cut elements from the show like shoot outs and car chases as the interesting ideas of the show play second fiddle to sub "Heat" style action. So forget the Sweeney tag on as it is a gimmick, and just try to enjoy this low-budget cop show for what it's worth.
