What starts off as an interesting historical retelling of the story of the evil Roman emperor, Caligula, shifts into a weird, horrible and ugly adult film. What can you expect from Bob Guccione, Penthouse magazine owner and movie producer. The final graphic pornography have absolutely no place in this film. Had they removed this part, we would be left with a poor historical and inaccurate film that seems to be trying and failing miserably to seem like a Fellini movie. This film must be an embarrassment to Peter O'Toole and Malcolm MacDowell....well, maybe not the latter.
