Some of the best hand-to-hand martial arts choreographed and filmed in a long time. The cold blue-filtered dreary and steel futuristic imagery is pretty cool, too. It's almost everything else that fails. Things happen in the movie that either don't make any sense or have no context to give it meaning. Most of it seems irrelevant as the movie makes sense over all, but probably not the way the original writer intended. I got the feeling that the end product touches upon 85% of the material and only about 65% of it was cohesive. So aside from the main story, there are just too many HUH? scenes that don't end up panning out in the end. The storytelling was pretty poor, but it was still watchable.

It is far better than the other sequels of the genre. This one succeeds in keeping the Gill-man empathetic but deadly. Great underwater sequences and suspense.
